what rpm do you run a 1000 pto on a 936 moco jd 12 ft cut and what rpm do you run a 457 4ft bailer jd for the best job
 

540 rpm pto equipment other than post hole diggers and JD air pumps are designed for 540 rpm.
1000 rpm equipment is designed for 1000 rpm.

Most of the time I agree with your statement to operate equipment at manufacturers published pto speed except PH diggers & AP. BUT there are some exceptions that need to be operated at less than rated pto speed to which I'll name a few such as I previously stated rd balers in very dry hay,small sq balers in very thin windrows(drought conditions) and rotary mowers in thin grass/weeds. Sometimes pto rakes need to be operated at slower than manufacturers published pto speed. There are probably other implements that need to be operated at slower rpm but I can't think of them at the moment.
 
Mower-conditioners can be somewhat picky about the speeds they are run at in different conditions. This is why self-propelled windrowers have means of adjusting the disc speed. In light, thin grass they typically will leave a better cut-off quality if the discs are around 1800-2000 rpm which means throttling back some on the tractor. Tough, dense grass call for the maximum speed with an input of 1000 PTO rpm. Mature alfalfa and coarse-stemmed grasses like sudan aren't as finicky and will usually cut off clean regardless of the disc speed.
