1958 720 Gas Running out of fuel

I have a 1958 720 Gas, just installed a new OEM fuel filter bowl asm. Drove the tractor and then it died. Checked it out and figured out that the fuel bowl wasnt filling up fast enough. What would cause the fuel bowl to not fill up fast enough?
 
Is the cap venting properly? How clean is the bottom of the tank? Dirt or foreign material blocking fuel flow? The new fuel bowl/ shutoff manufactured properly and/or correct for the 720? I've seen where the inlets on fuel bowls (for an 8N) were not drilled to the correct width so that could be a possibility here.
 
It should be all correct with the fuel bowl. I took the auto assembly off and installed the bowl off an all fuel. I may need to clean out tank again.
 
Depending on the type of 'stuff' in the tank a rolled up screen placed vertically into the inlet of the fuel bowl assembly can be a great time saver. Prevents a leaf floating around in the gas tank for example from shutting off all fuel flow. But yes, the tank shouldn't have leaves in it to begin with. Rolled screen is one time saving option, best if the top is closed off too.
