3020 rockshaft control valve issues

A little history, while I was fixing this tractor up I discovered the rockshaft control valve housing had the follower installed in the wrong spot and had it out of time. After about 5 attempts I managed to get it retimed and working sorta right.

Onto the problem, dad was plowing with a mounted 3-16 plow, started with the the load control in Depth, it would lift it all the way up. When he put the control in L-D it wouldn't lift high enough to clear the ground, so he left it in D. Came home yesterday and he had switch the plow to another tractor. It appears that it has gotten out of time again, I have a copy of the Deere tech manual to follow. I'm just wondering if there's any other adjustments or tricks I could try.

You need to read the teck. manual again for settings. The load & depth setting inside the trans .diff. housings needs adjusted .Levers on dash or side have to be in position to do this .
 
I've never witnessed the 3 pt linkage getting out of time from operation. It sounds as if there's some slack in linkage. I 2nd what donmyeil stated about adjusting ""all L/D linkage settings closely following JD tech manual"" for your tractors serial number.
 
Alright, I've finally gotten some time to get back into the shop, the top one is the lever out of the 3020 in question and the lower one is out of a parts one we had laying around. Any ideas? Only thing I can think of was someone may have reclocked it at some point.
