John Deere 430 Hydraulic - what's that thing under the seat?

The touch-matic on my 430 has a two position adjustment under the seat...it is a round thing held in position by a knob that resembles an outside faucet handle....it loosens and the plate depress different pins underneath it....what exactly does this do? I have my arms locked together with the pin because only the small one works so it has to raise the two main ones as they won't work when the pin isn't installed. Thanks
 
It functions as a control valve to be able to split the rock shaft hydraulic pressure to the two pistons in the rock shaft assembly. Pined together one lever operates both piston together for heaver lifting with the pin between the sections or change the location of the valve pins and remove the pin between the sections and each side operates interdependently from the other with the two control leavers. This was primarily done when the cultivators were being used and each side was operated separate from the other.
 
I was fairly sure that was its function but it doesn't seem to matter where I place it, the main lift arms don't want to work.
 
First thing I would do is to check the hydraulic system pressure on the remote cylinder hook up. Does your tractor have power steering and does it work or is it turning harder over time? JD put a priority valve in the system to give the power steering priority over other hydraulic functions, their may be some sludge in the system some where, not sure if the system has a hydraulic filter on not, if so be sure it is clean. If the rest of the hydraulic system checks out okay, it may be the rock shaft assembly needs to be torn apart and new seals installed on the lift pistons.
 
The small arm works fine...no power steering. It's pinned to the larger arms and that's how I lift the mower right now. Checked the fluid level and it's fine.
 

Valve under the seat has to be in the "single " position and use the proper of the two rockshaft levers .
The valve "pins" under the seat sometimes don't move out of their bore when the lever is switched over. Give it a tug out if stuck.

uickanddeere beat me to it, that was my next suggestion, they may be just set up from not being used. Unpin the two rock shafts and get each to operate on their own with some weight tied to each. That will tell you if the piston seals are good in each bore of the system.
