Will an allis Chalmers C run a 14T baler? I have both but no manuals so unsure of the HP requirements.
 
Yes as long as you don't push it hard in an over size windrow. Rake a light windrow and you should be okay.
 
In a pinch I ran my 24T with a Model M John Deere, 15 windrow of oat/barley straw......little M had her ears back but she stayed at it.
Wouldn't want to do it for a long term.
 
With a light windrow it probably could. I have used our JD 520 (38 hp) but prefer our JD 2155 (45hp). I would worry with light windrow and slow speed how the bale would pack.
 
How many acres or how many bales do you need to put up in an afternoon? If you have a slow first gear, good brakes and only need to make a couple hundred bales of straw or light hay it might work...slowly.

Dad started baling with a 14T and a 1947 JD B (creeper gears). A 14T on a heavy windrow and a long hill could pull a 55 HP tractor down into low gear.
 
I have baled hay with a Farmall B and a 14T. It was a small field light windrows and dumped them on the ground.
