Early (1964) 4020D turns fine to left, but slow to the right. If I turn steering wheel slow to right the front wheels dont turrn much till steering wheel is full right, then they move slowly. It seems like the syncronizing valve in steering valve is doing the turning. If I turn steering wheel very fast to the right it turns pretty good. Bled system using procedure in manual and no change. Is problem in the steering valve or steering motor?
 
You are right , there is a syncronizing valve in the upper control valve . This is too replace trapped oil that has leaked away in the steering motor . Remove a frame rail (after supporting the engine ) to get to the steering cyls.( two of them ) . They are timed to the spindle that must be dropped down so the pistons can be removed . Make sure you can turn spindle a full left and right turn to time (marks) the spindle . I break the steering lines in front of radiator so you can turn back and forth .
