4020 D fuel problem

I went to start my 1971 4020 diesel PS this afternoon. It hadn't been started in 2 to 3 months. I turned the key, the engine cranked over fine but never fired up. Not even a hint of smoke from the exhaust. I suspected that no fuel was getting to the cylinders so I cracked a line at one of the injectors and cranked the engine over and got no fuel at all. I took the timing cover off the side of the pump, fuel was clean and the pump turned when the engine was cranked over. When the key is turned to the on position an extremely faint click can be heard at the injection pump if I'm standing right beside the pump. Normally the click from the pump can be easily heard when sitting in the seat. Is it possible that the shut off valve in the pump can stick closed even though the solenoid is energized and prevent the delivery of fuel to the injectors? If so can it be unstuck without pulling the pump? Are there other things that I need to check? And yes, fuel is available to the injection pump. Thanks for any input.
 
Yes, even if you hear a click, that means the solenoid arm has moved away from the linkage to allow the metering valve to turn the fuel on IF it is not stuck in the off position. Usually when the valve is stuck, the rotor plungers are stuck too, along with the delivery valve. Have been seeing more pumps with stuck parts, is even worse if there has ever been water in the fuel. I've torn down pumps with so much sticky buildup the weights would not even fall out of the cage when turned upside down.
 
Try tapping pump with handle of a screwdriver. Universal redneck test for relays, solenoids, and sticky valves. Had same thing on 4000D and off it went and never bothered again.
 
Stuck pump. Plungers, or metering valve, or both. I see about 20-25% of all the pump work I get is pumps that have froze up from our new cleaner fuel. Got to love new technology .
