4955 three point hitch issues

I have a 4955, previous owner never used three point so it was pinned up. I pulled pin, it drops, but is extremely slow to raise. sometimes five minutes. its full of oil, deere oil. and I just did the filters, was getting a low pressure light that problems gone. everything works the way it should, steering pto clutch etc. one other problem I noticed is if I put the tractor in neutral on lever ground it will kinda rock forward a little about every twenty seconds. im not sure if I have a few valves sticking, or a developing problem. tractor was not used hard and has been sitting inside for a year when I bought it. 7900 hours, thanks for any help. ive tried the adjustment knobs, switch on back, lever and switch on lever to no avail.
 
We have a 4450 4650 and 4850 when they are not warm they will rock back and forth in park just enough you
can see it and feel it not sure about neutral. If we have them running and not in them they are in park.

I was unaware JD offered an option to pin up the 3 pt hitch. I suppose it's possible the RS piston seal is leaking. Have you tried changing the load sensing setting?
 
yes, I have played with the draft control. didn't seem to make a difference. it wasn't factory he just stuck a bolt underneath the arms through a hole to keep them up. on odd thing I did notice if you put it all the way down and then put lever in lift position, and take off down the road or start driving around it raises fast. cant say how fast haven't caught it but ran 800 yards down the road and it was fully up. maybe somethings plugged? I only need 3 point for 2800 plow and 946 moco but somethings just not right
