JD-70 Clutch Fork Adjustment

Is there a way to set the clutch fork on the spline shaft without putting the belt pulley on the tractor and doing a trial and error method? I am putting a tractor together that somebody took apart and nothing was match marked. The spline shaft was out of the tractor and I have no way of knowing where it was originally set.
 

There are no marks on that splined shaft, "When installing pulley assembly on tractor make sure that clutch collar slides in its grove in operating sleeve as shown in the photo".

I would stick it on there at 90* fork to lever end. Make it look like an L That is how it looks in the pictures and I think many are set like that.
