5403 water circulating issue

Had our 5403 in the shop to put in a block heater. Drained the coolant from the bottom of the radiator and put the block heater in. Filled with coolant and started the tractor and ran it till the temp moved to the middle of the gauge. So I thought all was well. Tonight had it plugged in and it heated up and started easily so I took it to grind feed but when I was done the temp was in the red. I shut it down and cracked the cap thinking it had air in it and it had some pressure so I started the tractor back up but the temp stayed hot and it only moved down very slightly. The top hose is hot and the bottom is ice cold I cant get it to circulate at all, the bottom hose doesn't even feel like it has coolant in it. I opened both hose clamps on the lower hose thinking air that was trapped could escape but no luck still wont circulate, I'm thinking its a thermostat now, is my thinking right on this?
 
Can not hurt to try this. I am thinking about changing the coolant in my 5210 this summer, we have the same engine. The engine manual ctm125 says - a pocket of air can stay on the top rear of engine. When refilling cooling system, loosen coolant temperature sensor to allow air to escape. -

I will try that tonight should I run it with the cap on or off, saw some guys with cars using those funnels to help burp out the air didn't know if that would apply to this tractor or not. I had the cap off a bunch of times last night but didn't get alot of air bubbles or anything. When I loosened the lower hose coolant did come out so I thought it was ok, the thermostat housing was hot but that lower hose stayed cool.
