A tractor Governor shaft removal

I am trying to remove the governor shaft from my 1952 A tractor but the gear does not clear the case and the governor shift shaft. I am doing
something wrong or do I need to remove the case first ?

Did you take the screws out of the fork and then remove the fork ? Don't loose them. Stuff some rags in there and use magnetic grabber ? Been a long time since I did one like that I'm pretty sure I have done them on the tractor, but you may also have to pull the fork shaft up ?

You have to turn the fork toward you, after loosening the set screw on the governor shaft. Ron Mn

take the set screw out of the lever on top of the gov and then rotate the fork out and back into the case and then it will come out
