Unusual bolt and lock-nut on 1940 AR

I can't find any reference to this bolt and lock nut in my book. There is another one that appears to be identical, just around the corner to the right, in front of the governor housing. The one in the photo was loose. I carefully snugged it down, but would like to know what it is there for. As you can see, it's right behind the serial number tag. Thanks.

There are actually 3 of them. One is inside the gov. case. The lower portion is not a lock nut but rather a machined part used to hold the lifter assembly at a uniform position to the machined flat top surface because the inside of the case is not uniform. The bolts are just normal bolts that go thru this machined nut/bushing and hold the lifter assembly tight.
 
The two bolts hold the cam follower support in place. The larger hex headed parts are called "Guide Supports". The oil pump drive gear is also in the cam follower support.
 
Thanks for the quick replies. I take it that if these are snug, they are fine. The one in question was loose. It took about 1/4 turn to snug it. I haven't checked the other 2.
