Probably isn't a torque spec. Just snug them up so you don't smash the cork gasket or distort the valve cover.
 
red tractors get 15-20 inch pounds, don't have many green books but I would think that cork don't know what color it's on.
 
Reviewed the [b:654c4848f0]SERVICE MANUAL SM-2013 JOHN DEERE 40 SERIES TRACTORS & CRAWLERS[/b:654c4848f0] under the [i:654c4848f0]Adjust Rocker Arm-Valve Clearance[/i:654c4848f0]topic on page 60-15-4.

"[b:654c4848f0][i:654c4848f0]Place new rocker arm cover gasket in position and place rocker arm cover over studs. Install seal retainers with new cork seals over studs and tighten nuts. CAUTION: Do not tighten enough to bend cover.[/i:654c4848f0][/b:654c4848f0]"
