john deere 40s

I get the same thing out of my red 1950-model tractor. Mine is caused by moisture condensing inside the cold muffler at startup. Moisture is one of the products of combustion from internal comsustion engines. It forms water drolets, then gets blown out with the soot and carbon from this old engine. Small black specs land on the shiny paint. But I believe it is perfectly normal.
 
Like FB said, check to see what those black dots turn into. If they dry and turn into a black power it is not oil.
 
No it isn't normal. Have you serviced the air cleaner oil bath? No rats nests in breather cap or tube? Did you get the backfiring fixed?

il bath and cap are clean.Got the backfiring fixed. The first set of points form jd would not open half the time, so had to get a second set. Don't no if oil is leaking through valves to top off cylinder and coming out when I start it

Oil through the valves would smoke. Just a thought but your muffler could have been saturated from the previous poor running condition and hasn't been hot long enough to burn it all out yet. Gas seeping by the needle and seat and building in the bottom of the carb is a possibility as well. There is a porous bronze plug in the bottom of the carb to prevent that but most are stopped up and few replace them.
