tractor run fine at full idle, but when you idle it down it starts to back fire out of exhaust. rebuilt carb new spark plugs and rebuilt distributor. Running 93 ethanol free gas.

Sounds like your timing is off or the dist advance is sticking which still makes the timing off.
With a timing light SPARK should be in the center of timing window at full throttle. If TC/DC isn't close when you idle it down the dist advance is stuck/worn/spring off.
You might want to adjust the valves a bit looser if timing is correct and tweeking the carb doesn't help.
