John Deere 60 Rough Idle

All thoughts appreciated.

I have a 60 that will run fine under load but as soon as you un load it the engine starts to surge in rpm back and forth. I know about the idle passages and while I didn't remove the steel balls when air or cleaner go through the passages it looks like it comes out the proper location fine. It was soaked 24 hours in carb cleaner and re built.

What I've tried so far:

1. Adjust idle needles which seem to not do anything for how it runs.
2. Removed cylinder plug wire on each piston and noticed one has a dead miss until it goes under a load.
3. Adjusted throttle linkage to proper length per the book with no indication of idling better.
4.Checked timing and points and reset everything per the book, no help.
5. Rechecked idle passages to verify they are clear, seem to be with the air and cleaner test. Balls weren't removed.
6.??

I'm starting to think there could be a bigger problem than the carb.

Any ideas?? I used it all summer like this but it is eating at me to get it to run properly.

About all I can add is that if the throttle rod is the least bit TOO short, the Governors will "Hunt", being too sensitive..
Too long and the Governors will be Lazy..
May be worth checking..

Just to add a little to the guys below. Any air leaks will affect idle or fast idle but not load. When unloaded and even still at hi rpm (fast idle) the carb still just uses the idle circuit/ports. When you load it it uses the the main jets and main load nozzles which will pass a lot of fuel and negate the affects of any minor air leaks that will affect it at idle. If throttle bushings or manifold/gasket are leaking air, the best way to diagnose it is to slowly apply choke and see if it evens up. If it does your sucking air and no amount of idle screw adjustment will cure it. It takes vacuum to make the idle circuit work properly and you can't have the correct vacuum with air leaks.
