Baker valve problems

I just put a Baker valve on my 60. To start with, it's one for the letter series, but from what I've found out, the difference between the -100 series (ABG) and the -250 series (50/60/70) is the pressure relief valve setting. That doesn't concern me as all I'll lift is a small disk and plow. The problem I have is I only have pressure from the top port. The plug is in place to enable 2-way hydraulics, besides, if you are using the 1-way setup (plug removed), you utilize the bottom port, not the top port. Is this going to be simply a bad/missing O-ring inside the actual valve inside the assembly, or perhaps something more complicated. I did cut the head off of the pipe plug on the interior of the Power-Trol box as described in the instructions to avoid interference with the valve. Any insight on this?
