830 2 cylinder fuel transfer pump

I just put new seals in the fuel transfer pump on my 830. After reassembly the shaft that couples with the end of the camshaft seems to turn a lot harder/stiffer than before the new seals. Is this normal or is there a different problem a brew? I cleaned the mating surfaces with 1000 grit sandpaper to remove just the old sealer and makes them smooth, the metal surfaces were not sanded to a shinny look so as not to reduce the housing thickness dimension. I used Indian Head shellac for the reseal. I did not lube the seals with anything. Any and all thoughts are welcome. Thanks.
 
I think you're OK as long as you can turn it with reasonable force that isn't tearing something up. Sounds typical for a close-fitting pump, even with the utmost of cleanliness and care.

I would have filled the area between the seal lips with grease, though, but that's NOT what's making it stiff.
