720D pony motor govenor linkage

Where is the correct place the spring on the pony motor governor linkage is suppose to be connected on the carb side. F.I.T in a previous post said it should be connected directly to the throttle rod, but on my tractor I have no hole in the rod where I can attach the spring . There is a small hole on the throttle shaft where I currently have it connected as you can see in the pic. Is this correct or is F.I.T correct?

Also, how do get the rpms.

Attach it to the groove on the rod at the carburetor. It will stay put there. I put mine where yours is after I rebuilt my pony. The governor will not work. Moved the spring to the groove on the rod at the carb and the governor worked fine.
 
When attach the spring directly to the throttle rod, it pulls the throttle wide open with such force that the governor arm is all the way out. I have the L bracket all the way to towards the carb so as to give the spring the least amount of tension, but it still pulls the throttle all the way open . Is this correct?
 
Yep that is what it will do, pull the carb wide open. The throttle lever on the dash will hold the carb at idle and the governor will take over after the lever is moved to high idle. The more/less tension on the spring by adjusting the L bracket will raise/lower RPM's
 
If the throttle is held wide open by that spring, then governor has where to go but to try and close the throttle because it can't open it more since the spring has it already help wide open as far as it will go. Is this correct?
