What is the correct way of adjusting the range of motion on the throttle lever?

I have the linkage to the carb set correctly from the help of others and on here, but now I want to adjust the lever range, since it is adjusted currently full travel both ways. Also, you can pull it so far back, that if you were going to turn at idle, not that you would often, you would slam your knuckles against the lever.

It seems the adjusting bolt on the steering pedestal is way too short for using it as a stopper for full throttle. The butterfly fully opens well before full advancement of lever. And that bolt is the exact same as the idle adjusting bolt, so it should be the correct one....
 
When your tractor is not running the butterfly will be open at full throttle till the governor kicks in when running. If the lever comes back too far, put a longer bolt in. Just make sure you can get it to idle where you want it. Ron Mn
