What have I missed? I have washed, blown out and scrubbed out the passages under the casting plugs (one on top and one in the front face, same passage just makes a 90* turn). I still have to run the choke at 1/4 to 1/2 closed at idle and under load. I keep seeing channel balls mentioned but I have not found any, have I missed something? Also the idle needles look to have been seated pretty hard could this be an issue,? the load needle is not in the best of shape either.

There are two casting plugs on the side, just above the float bowl, one on each side.
There are six .140" stainless steel balls that need to be removed to gain access to passages. Two are in the manifold flange just behind the idle mix needles;
Two are in the casting stem just outboard of the threaded nozzle plugs;
Two more are in the casting stem and close off the vertical passages.
Also, there are at least six, sometimes eight .040" orifices to be cleared, two sometimes four of these orifices can be accessed by removing the two quarter inch casting plugs just above the throttle discs. Two of these orifices are in the nozzle chamber(s) just above the main fuel nozzles.
Also, looking in the choke end, there are four orifices, two in each throat to clear. Don't forget the fuel passage going from the sediment chamber to the needle seat.
You really should seek professional help, once buggered up, the carb will never be right.

Good advice from John but you may have one of them do-it yourselfers that filled the holes in with epoxy instead of new balls. Would make them hard to find when dirty buit once cleaned you should still be able to see them. Just sayin. Lotsa people have had their hands on these over the years. Surprising what one will see on some.
