70 Power Steering Pedestal and Quill Gasket

Okay, all you two cylinder experts out there: I'm finally reassembling the pedestal assembly on my 70 power steering. I've got the book, but I still have an unanswered question. You know in the quill, there is a place for the o-ring. Then, according to the factory manual, there is a "paper backing gasket " that fits onto the shaft between the o-ring and the thrust bearing. My question is, what purpose does this gasket serve? It doesn't have a machined surface on the underside of the quill to seal against, (it is very rough), so I can't see what it possibly is there for. By the way, there wasn't one there when I took it apart, but I do have a new ready to go in. Thanks. Hugh
 
It sounds like you are talking about a back up washer for the main steering shaft orings. Higher pressure hydraulics use back up washers behind the orings to help keep them from rolling. IIRC ? These may now be made of plastic or something other than paper. Your old paper ones may of blown out over the years.
 
That's what I figured, but I asked about the part number to confirm he was asking about the O-ring backup washer and not the cork washer used lower down.

I was wondering if that might now sub to a paper washer.
 
I appreciate all the replies! The part number is, I think, F1695R. There are two of them, one in the pedestal and one in the quill.
 
Soak the paper rings in warm water for a little while to soften them up and install them in the O-ring grooves above and below the "vane motor" before installing the O-rings.

The upper paper backing washer goes above the O-ring, the lower paper washer goes below the O-rimg.
