Pony motor water pump shim question

When I removed the old water pump there was just one thin shim. I installed the rebuilt pump (without cover) with one shim and tightened down and there is absolutely no free play of the impeller, no backlash what so ever. So I added two more shims for a total of three, and when tightened the pump down again, but still no free play or backlash. My question is, should I keep adding shims until I feel a slight backlash when I move the impeller with my hand?
 
I don't think you need any felt backlash, so much as to be sure it's not binding. The books suggest a clearance in the gears of something like .007 ? Measured with a piece of paper between the gears...which is impossible for you to do with the engine together.

It's hard for me to give advice on this as I've always had the engine in pieces when putting the pump on LOL

It's possible the impeller wasn't pressed on far enough on the new pump. I remember rebuilding my pump and measured it before taking apart so it was pressed back on correctly.
