Anybody know why when I install this brake pulley assembly, with the pulley "fork" in the correct slot inside, why the brake is stuck on the pulley and doesn't "float" freely with the clutch lever linkage not installed?

I'm pretty sure. I tried it 3 times. I'm just not getting the fact if the pulley brake is fully seated on the pulley, that means that the top linkage should be able to move back? Meaning, inside the fork can come forward...?

I didn't adjust anything from before. I had a guy machine the holes so they are tight. I'm wondering if it was taken apart, maybe it could be a few teeth of on the shaft?

Probably not your problem but just FYI there is .060 - .065 clearance where the shaft goes through the bore in the fork When NEW. People get these machined to take out all the play when , in fact, they had play designed in from factory. My opinion on why is that it lets that brake pad lay flat on pulley even tho it swings in an arc. Otherwise pad would always wear on inside edge.

I'm not sure about all that, but you would think that the eyelet hole on top of the linkage would be able to freely move back towards the clutch lever. I'm just confused of what's binding.

The fork inside should be able to freely come in and out of the slot, so I wonder what is preventing that from happening.

It's installed wrong. It goes in a groove on the
pulley, not behind the inside edge like you have it.
Move the fork to the proper position closer to the
outside of the pulley when you install it.
