JD 328 baler safety bolt

On a 328 baler, if the safety bolt on the flywheel breaks or falls out should the baler continue to bale or stop running? On mine the flywheel stops turning and the hydraulic pump for the thrower stops. But the rest of the baler will continue to run. Is this correct or do I have an issue somewhere?

I'll bet the baler's drive line slip clutch is stuck. Slip clutch should slip a little bit on every plunger stroke while hay is being fed into chamber..
 
Adjustment for the slip clutch is in the manual! You block the plunger head with a piece of wood and put a torque wrench on the input
shaft at the hitch.
 
When I first got my JD 336 baler I was breaking the safety shear bolt on the flywheel. Found out the slip clutch disks plates were shot. Replaced them and havn't broken one since.

Stuck/faulty slip clutches will cause more flywheel bolts to shear.

Only reason shear bolt would fall out on a JD 328 is because someone failed to install & tighten the nut that belongs on the bolt's end.
