If you're talking about the pulley that runs the deck, and the drive axel, there is sopposed to be a bolt screwed in from the bottom, into the crankshaft.
 
I had to use an air impact wrench on mine, not for the huge torque, but to turn the bolt solidly without turning anything else. Iused the impact wrench gently, and cinched her right on down.
