555G steering problems

A neighbor recently bought a used 555G loader that his BIL has been suing to dig a basement. He is having problems that after it runs a while the steering pedals are soft and do not work. If he lets it set for a while it will work a few minutes then has problems again. He said it was low on fluid, but refilling it did not help. Would a plugged filter cause this? and where is the filter located, under the right floorboard?
Thanks
