This is one of the axle brackets from a hitch I have. But they look different than others I have seen. What is the purpose of the extra iron and arm with three holes?

The 801 was called the Traction-Trol hitch. The axle brackets are different from the ones on 800 & 800A hitches. Push rods attached to one of the holes on each bracket push up on swivel eyes which are installed in the lift cranks on the rockshaft. As draft increases the rods transfer force to the lift cranks/tractor and increase traction.
