4640 pto won't stop

I just finished a major overhaul on this 4640 project tractor. I can't get the pto stopped the dash lever does nothing the book shows some pressure test for if it won't turn. I personally think something is stuck from setting for years. Any ideas

Which type trans QR or PS?

If it's a Quad Range and you had it split at the clutch housing it's possible one of the PTO clutch plates slipped off the hub and got pinched..

It's a 8 sp powershift tractor was dead when I got it visually linkage is ok

Check to be sure nut(parts key 13) is tight. Pto clutch plates could be warped.

Yep it was loose but it didn't cure
anything played with a little more and
broke the nut off the shaft #7 so is there
anything to check before I put a new shaft
in?

I have seen trash build up down in there not letting the lever move far enough..

Cleaned the dirt out first thing it's pretty deep on this one
