510 backhoe inch pedal pictures

I got around to taking pictures of the inch pedal problem. Just to refresh, the inch pedal seems to be stuck in the engaged position, and of course the wheels don't have enough power to move the tractor if you click on the link you can see pictures of the inch pedal and the lever that disengages the transmission for easier starting. I think they are related. The lever is in the disengaged position, so that's why I believe the inch pedal is the problem. If I try to engage the lever, it doesn't feel like it goes into position, but binds instead. Any ideas on a fix. I need to get the cam that is shown in the pics to turn.

When tran. disconnect is in forward as in your pic., clutch is engaged & engine power is transmitted in power-shift tran. Inching [foot] pedal in pic. is stuck in down position, which is stopping oil flow to power-shift clutch packs in tran. I'd use penetrating oil + vibrating & tapping on cam shaft & carefully tapping back & forth on [ not to damage it] cam lever to loosen it... If cam moves back tractor should move....
 
Thanks for the info. The ID tag on the backhoe has 510C, but it is actually a 510. I bought a shop manual for the 510C which I think is a new backhoe. I do have an owners manual for the 510 which helps identify the controls for me. I'll try tapping it occasionally every time I walk by it. I got time to try and free it. Do you know if the shaft that the lever pushes down is somehow connected to the shaft on the inch pedal that is actuated by the pedal?

Ditto what LGLM stated. Back when I worked at JD dealership I made several service calls on PS tractors that wouldn't move to find the trans disconnect lever pulled back.
