How do you have the cylinder plumbed into the valve? Is it through the power trol ports in the back of the valve housing?

Does your tractor have the live pump added to it? (Behind the distributor) If so, that needs to be turned on. It is also so possible your tractor once had the live pump on it, the gear was removed from the PTO pump, and then the tractor had the live pump removed because it was no longer needed. That would leave you with the original system, minus the gear to make it all work.
 
I suggest you get a manual. That won't cover the live pump, but will cover the valve, and quite a bit else.

The live pump bolted between the governor housing and distributor. The pump would then have two hoses that led back to the valve.

Can you post pictures here of what you have? That would help us a lot.

And I need to ask one last question... you say you have the PTO "on", Does that mean you have it engaged, and the clutch engaged??? PTO must be spinning to make hydraulics work with the original pump.
 
From your description you have a Powr-trol valve box that you put "adapters" in. A Powr-Trol has a long lever on either the right or left side that controls the hydraulics.
Your's is missing this lever.
 
I was assuming he was talking about the "lever" that throws the pump in and out of gear on his 50 and 60. You may very well be correct. I was also wondering at first if he had a power lift body. I have seen some of those plumbed to run a one way cylinder...
