I recenntly bought a 48 "BW". It ran a little rough when i brought it home so i did an extensive carberator rebuild and new magneto cap, rotor and plug wires. Carb was filthy and the replaced ignition parts didnt look so good eather. But the B is still hard starting and then it wants to run rough, the govener keeps reving it up, I just cant get it to idle. I thinking the timing must be off a little. Ive never seen one act like this. Even under a load the govener reving, reving, reving, well i think you get the idea. Anybody fermilar with this one?
 
How well did you clean the carb, did you clean the secret passages? It sounds like you may have a plugged passage. Also how worn is the throttle shaft?
 
I agree with Wemedeeres and the way to test is to set it at idle and slowly close choke and see if it evens out or idles better and stops surging. If it does your carb has not been done properly. If it makes no difference then it may be either electrical and/or lack of sufficient fuel to carb. It's probably trying to idle on the main load nozzle so it takes a gulp and speeds up,gov shuts it down and then gov has to open it way up again when it starves and it takes another gulp from main nozzle and over/over/over. Well that all makes sence, Ill pull the carb. and take a look after i try the sudgested test with the choke. Ill add a reply to let you know the outcome, Thanks.
