JD 5220 Steering problem

I have a 2002 JD 5220 and the steering (more so when cold) can be very jerky when turning the steering wheel either way. there is a noise associated with it as well. When the tractor warms up and the RPM's are high you hardly notice it.....but it is still there. The 3pt hitch works great and has lots of power. The Hydraulic fluid looks milky and not sure why? My initial thought is air being sucked in somewhere. Can you give any suggestions and where to look and can possibly be a totally different problem all together. I did read once in a forum about an o-ring somewhere but can't find that post again. Any help would be greatly appreciated.

1st thing I would recommend is changing the "milky" hyd oil & filter and check/clean the strainer in photo.

To go with tx Jim , I would screen the oil coming out of the hydraulic system
and then let it settle for a while check for water, and trash .

I took a better look at the hydraulic fluid and it is clear when cold and not running. It is frothing when running and makes it appear to be a a milky color. I read somewhere this is due to air coming in before the pump. I checked eveything over but can't see where air is coming in? Any thoughts? Also where exactly should I look to find the hydraulic screen? Do I need to empty the oil out to remove it? Thanks for your advice.

Screen should be in rear of differential housing by pto shaft. Yes oil must be drained to access screen. Frothing of hyd oil could be a leak in oil suction pipe
