Kill switch on 4010 diesel

I woke up the 4010 from her winter slumber today. Ran great for a couple hours and when I went to shutter her down by pulling the knob the cable pulled loose. Looking for tips on how to set it properly. The lever on the front of the injector pump is the throttle, the kill switch cable is attached to a lever on the back. Engine races if back lever is to far forward, dies if back. Do you just put it as close to the rear of tractor where it will run? I thought I was holding it still and the engine was acting like a ford n when the ball bearing in the governor have flat spots, revving up and down.

I don't remember them being that finicky. I suspect something is wrong with the pump.. a clip or a stop missing, or something out of adjustment.
 

Galloping engine speed while attempting to stop engine indicates fuel shut off lever needs to be pulled a little more to rear accomplished by shortening the cable attachment length a small amount.
 
Adjust cable pushed all the way in w/pump lever forward.
Plasticast ring could be deteriorated and pieces messing
with metering valve.
