46 A steering backlash adjustment

I need to adjust the steering backlash. I know that you need to rotate the eccentric bushing in the steering housing, but the question is how? I unloaded the steering and removed the lock screw. But I cant get it to rotate. Any help is appreciated

You should have some end play in the vertical shaft. If the front is raised the weight of the shaft and wheels is on the eccentric bushing. There are shims under the bushing that are notched for the lock screw. Keep them lined up.
