70 diesel govenor

Can anybody tell me if the govenor wieghts can be changed on a 70 diesel without removing the entire housing,or what is involved with that job. The govenor is lazy and i feel there might be flat spots on the weight arms.Thanks
 
If it's like a 720 the weights are made of lead and break loose! New pins are also needed to tightenen up the works. The parta are pricey!
 
Not a bad job easier to remove the fuel transfer pump

First because putting the gov back in it makes it easier to line up the pump shaft
 
The pins are pricey but you can make your own.
go to Fastenal and buy the proper diameter of "Drill Rod." This is a higher carbon steel. At least that is what I was told. Make your pins then heat them red hot and cool them in oil. This will harden them.
