1968 John Deere 2020 with a 37 loader

My end loader has been stopping and when it does work its real jerky. I checked my hydraulic level and it is over full and the last time I checked it was ok. Any idea whats going on?
 
Has tractor been outside in rain or wet weather? Water in bottom of transmission /hyd. oil supply, could make it over full.. Leaky rubber booths on shifter levers, Maybe? ... Do rest of hyd. functions work , steering, 3pt. brakes, etc....
 

Steering and brakes seem to stop some times. I am goin to drain the fluid and put in new and new filters. Thanks for the help
 
Be sure and check screen(parts key 15) when you have the hyd drained. Also check that filter relief valve(parts key 7 & 9) isn't stuck open. What type valve controls loader(ind or scv)??
