Have a 41 JD-A my 1st one runs good.I was told engine was rebuilt? ya aren"t they all. Two things the governor tends not to be working all the time and when it does it seem to lag behind the throttle to long. One thing I know it needs attention in the low end. When I drop it into a idle I hear a knock and can feel it in my feet as I sit on the seat. Kick up the gas and knock goes away. This is my 1st JD my guess is the conrod is loose on the crank. I have to get a manual shortly but just looking for some thought on the low idle knock.
 
Had a lazy governor on my 45 AR. It was caused by the governor not oiling. There was plenty of pressure at the gauge but the oil passage from behind the gauge was plugged. I believe the hole goes from behind the gauge to the left. I removed the governor and replaced some worn parts but if I had known the problem I would have removed the gauge and tried to work a small wire into the plugged hole from there.
 

May be the carb needs dismantled and really Cleaned.
Could be the rod length between Carb and Governor, Timing or that the carb settings are a little Lean..

Always suspect a knock (in a 2-cylinder)could be a loose Flywheel or Clutch-Driver..

Make sure the throttle linkage has no area that's binding. Also with the speed lever advanced all the way, the the rod should be a half hole short of the carb butterfly hole being wide open. Also your governor spring could be weak as well. Like others have said, check your clutch driver for play, and the flywheel.
