So close to turning engine over overhauled engine-advice?

I rebuilt an "A" tractor engine and I've been cranking on it. I can get it to "chug" one or twice but not turn over. I checked for spark-all good, I have air/fuel coming out of the petcocks. Any other checklist items or tips. Never have cranked on a JD 2-cylinder before. I know I am in time with the gearing so I could double check the magneto. Any other tricks? Thanks in advance.
 
By your DISC, it is FLOODED. Start over use either to flush the plugs off in your hand . shut the high speed needle OFF. Low speed at one and a quarter to one and three quarters but depends on carb and tractor. With clean plugs no choke throttle just off idle posi should run first second piston. If not by then turn 5-6 revs no run then set choke 3/4s throttle still touch open turn one -two pistons choke off if not already running and should GO.My unstyled A summer not run wk to say 10 days or more left pet ck open throttle up a bit crank and BANG gone. Hot choke open throttle up pet cks closed start to crank hold compression then over and running .Winter 20 degs or so pet cocks open 3/4 choke throttle up and 2nd 3rd rotation running What else can i tell you, each one is DIFF.
 
Open up the petcocks to dry out the pistons, and pull the plugs and dry them out. I know this sounds pretty basic, but make sure the spark is going to the right plug at the right time. I had the distributor on mine turned 180 degrees and when I switched the plug wires, off she went. Also try starting with the petcocks open if you're not already doing so. Good luck!
 
Thank you so much. I think I have the right piston firing at the right time, but you never know. It is a magneto. I will dry everything out because I as well was thinking she was flooded. I understand your advice so again thank you very much.
 
I would install a short heavy wire into the top port on the magneto with both ends stripped. the stripped exposed end bent around and set 1/8 inch away from the magneto metal. roll engine over until you hear compression coming out #1 petcock. slowly rotate flywheel until #1 impulse mark lines up with the mark on the side of the tractor. when the marks are aligned you should see a spark at the wire. that would mean the top port on the magneto is firing at #1 cylinder top dead center. the top port should be wired to #1 cylinder. I have belted new restarted hand start tractors after overhaul to another tractor -start spinning with clutch engaged and check for oil pressure. its easier to start these tractor the first time this way until you get the carb set correctly. When hand starting, the throttle should be almost at idle -basically the throttle arm should be just touching spring on the carburetor.
