I've got the governor all put back together except when I put the 5 bolt cap on, the 2 finger plate that controls the weights hits on the brass slider on the main shaft. The bottom finger is the one that's touching. Is the bearing in the cap worn out and not holding the main shaft in the right position? That's about all I can think of. Any help would be great.
 
If the bottom finger is touching I'd guess you may have the arm on the top that links to the carb. too far on the vertical shaft thus holding the shaft too high inside the case. Make sure the pointed bolt that secures the control arm is nestled into the detent in the vertical shaft.

I'm thinking you have something wrong in assembly. I went out to my shed and got my John Deere book so I can hopefully explain it. Looking at it from below starting from the 5 bolt cover the gear is next, then the 2 finger plate with the round part rubbing against the center bearing which comes after the 2 finger plate, then the brass slider that pushes against the weights. Also be sure the 2 finger plate is attached to the shaft correctly. As I look at the picture the shaft is at the bottom of the picture and the 2 finger plate is attached to the left side.
I hope my description isn't too confusing.
