2940 steering

I just rebuilt the front end of a 2940 with a loader on it. Not front wheel drive. I think things may be a little to tight, doesn't want to steer unless moving. Real bad with a load on. It has 2 shims on each side. Do I want to start by taking out the shims or adding shims. Also everything was aftermarket and when I put the spindle's in the tubes I had to use a hyd jack they were that tight. It has not been greased yet either.
It may loosen up with use but could be a pain in the behind until it does.
Any suggestions will be most appreciated.
 
That is what I thought. I took off the steering arms today and removed the shims and the spindles were moving free now. also a bunch of pressure on the shims. Removed them and it is doing a lot better.
