PTO brake 4450

Looked at nice JD 4450[6400hrs] MFWD. Problem is pto doesnt stop unless pressure is applied .Seller says it has always been that way but I am assuming PTO brake is worn.Is there an adjustment or does it need double split[P.S.]It does stop when PTO is attached.Hate to buy problems as they should be free.

I fell for that trick a few years back on a 4250 mfd. PTO would not shut off. Should be an easy fix right? Wrong. Worst part was that someone had been in there before. All the clutch discs had been put in backwards and there were several broken parts. Total shade-tree stuff. Even part of the casting was busted. The bill to fix it right was quite healthy. I am not saying yours will be like that but if the tractor needs split, the costs go up expenentially. Because of this, I won't buy a tractor anymore unless the pto shuts of completely.
 
It is a big job to deal with, I split them at the clutch housing then remover the trans/clutch housing to reveal the PTO brake, here are some pics of the job..
