John Deere 2240 injector pump

I'm not getting fuel to the injectors. I loosened the union nut on two of the injectors and cranked the engine, no fuel. I have replaced the filter and transfer pump. On the IP there are two bleeding screws. The lower one is getting fuel flow when loosened and cranking the engine. The upper one has nothing coming out. I'm assuming the IP is bad. Is there anything else I should check before pulling the IP?
 
If the lower screw is clear with no air the pump may have a stuck metering valve and/or rotor plungers along with a stuck pressure regulating valve. Has it been awhile since it last ran? Just repaired a 3020 pump for the same trouble, but it had stale biofuel inside from setting causing several parts to stick.

The tractor sat for 6 months or so. It wouldn't start right up about 4 weeks ago. I cranked it with throttle open. It started, revered up high and came back down to normal. It didn't seem to run right for a minute or so then things settled down. All was okay for awhile. I started it several times since and it was okay. I guess I ran it several hours since the first issue. I got nothing now.
