Is the "kill" terminal grounded out where it passes through the case?

Do you have a cap and rotor matched to the mag so the rotor is pointing one of the high-tension terminals when the impulse trips?
 
If the Impulse spring or assembly isn't working theres no fire when cranking. Does it make a loud sharp SNAP each 180 of revolution??? if not theres no fire.

The "C" can be touchy. make sure that your tower terminals are bright and clean and that the spark wire is sound and has good clean terminal sockets . Also check the impulse on the setting inside the mag itself. Alsdo the magnet inside the magneto may need to be remagnatized. I had a "C" on my early "L" and found it not to be the best and now use the "WICO X" that I got from the John Brillman Company in Virginia. If you have any doubts about your "C" , he would rebuild it for you. Either mags work or they don't.
 
The x has an improved magnet that almost never needs remagnetizing. The c could definately need remagnetizing as it uses the older type magnet.
 
How true!! In a much earlier life I used to rebuild those things as a moonlighting job at an engine rebuilder in a nearby Town. I have two Xs for my "L" and rotate them from time to time. It was a common and acceptable replacement in those days and considered a reliable upgrade
