My son has a 1943 A on steel we fixed up a years ago. It sits in the yard for a lawn decoration. We started it up and put it on the post pounder the other day and the governer is slow to respound. We ran it for 6 hours, the temp was on 180. The rod to the carb is 1/2 hole short like it should be. Two years ago I started it up and it took about about 1/2 hour before it would rev up with the throttle but the governer was slow then too. It will start hand cranking it with lots of choke and 1/4 throttle. Would it be the weights or pins are worn? I hate to take it apart to find nothing wrong inside.
 
Not sure how a later A gets it oil to the governor, but on my early B gets it from a small hole behind the oil pressure gauge fitting. Mine was plugged and the pins broke so I had no governor at all. I removed the oil pressure gauge line from the governor case and used a small wire to clear the hole so oil could get in there. I know I'm getting oil in there now because I had a leak before fixing an oil line leaving the governor case. So far all is good. Sounds like your governor may be running dry. There are folks on here that know a lot more about this then I do, this is just a thought.
 
That could be the problem. This tractor had sat for
many years before we fixed it up. It had a new
block and head put on it and it was never used after
that. That was done in the late 60's and we bought
in the late 90's. I must have fixed it up about 10
years ago. We did not have to do much as it did run
but it still was a money pit.
