Thanks to all who responded. I figured out that the engine was indeed running too fast to begin with. I adjusted both of the linkage rods, the stops and checked the spring. Got it working as it should now, checked rpm with speed gun. I may replace the spring though, it looks as if it has never been off before.
 

For working these and the 70 Gas also, I feel a Governed speed of 975 is not sufficient..
I prefer the RPM (Governed LOAD RPM) raised to 1,050 RPM. It gives more room for the engine to pull down and get thru tough spots..
Otherwise, you stop and drop a gear then stop and shift a 2nd time and loose time.

Sometimes I feel the same way. . .but the A is quite healthy it will plow most ground in 3rd with 3-14s. Aluminum pistons, rebuilt head, cam grind and other things really woke it up.
 

A friend used to help with some plowing with his JD 70, it may have been an All-Fuel 70, pulling a 3-14" plow with NO jointers, coverboards or anything..
He had to stop and drop a gear 3 times each way across one Half-mile long field of ours.
I was pulling 4x14" with my AC WD-45 and would Pass him every 3rd round..
I was not at all impressed..
