Power trol issues

I have a 60 with a 3 point on the rockshafts. The issue I'm having is that the rockshafts keep falling when it is raised. It has the dummy plugs in it and I have already replaced the pistion oring and washer and have taken the check valves apart and cleaned them. I also have a new gasket between the valve and rear housing and I'm using 30wt nd oil. The level of the oil in he unit never goes down I'm just stumped on what to check next. I bought the tractor a year ago and it worked fine then but it started dropping this year while i was using the brush mower. Let me know what you guys think. Thanks in advance for the help.

Have you checked the Relief Valve.?

It may have a piece of debris in it..
