I'm working on an A and having an issue with rpm's and the
carb.

I have. Carb I bought at gathering of the green a couple ears
ago that was rebuilt by one of the venders. I don't know te
number off the top of my head.

When I run the engine when it gets to 980 rpm's it's only about
half throttle on the carb. Anybody have any ideas as to what
will cause this?

That's not that unusual in a no load situation. As long as the peak rpm at wot don't exceed design max your good. If you look at the the actual throttle shaft, I'll bet you see even at those no load rpm the throttle butterfly is barely open.
 
Doesn't take much fuel to get no load rpm. It's called "fast idle" because it's only using fuel from idle circuit. You can shut load needle tight and it will still run that rpm with lever ahead.It only needs load circuit fuel when quickly accelerating or under load. I doubt the throttle plate is even half open,more like 1/8-1/4. Manually hold the throttle plate wide open while no load and you will see what a two cylinder looks like when blown up.
 
thanks for the replys, ive gotten most of the issues worked the linkages between the throttle and the carb were all messed up. at some point in time some one shortened the linkage between the throttle and the governor with bolt cutters. i will have to make a new rod.
