So my neighbor and I played with the starter in the backhoe a little more today. As I posted before we didn't have power to the solenoid and starter. Then after some advice from this forum we got power to the solenoid, but not the starter. However if you jump the two main poles on the solenoid, it energizes the starter. We took the starter out and put it on the bench. It works fine. Bendix gear kicks in and starter is energized through the solenoid. However once it's in the backhoe only the solenoid clicks. There was a little burring on the gear, so I filed off the burrs. I also rotated the flywheel before replacing the starter. Could the bendix gear spring be too weak? Any suggestions. Most of the wires have been replaced in the starter system, and good contacts.
 
Yep... When this is done on the bench it works fine, but when you
try to start in the tractor it won't engage enough to energize the
starter. However, if you jump the two main posts on the solenoid,
the starter will kick in. I am going to run a bigger wire from the
batter - post to the body of the starter to see if it needs a better
ground.

Is the solenoid grounded appropriately?
 
Yes the solenoid is definitely clicking. I went out this morning and
hooked up a jumper cable from the negative post on the battery to
the starter body to get a good ground and it energized the starter.
So I hooked up a batter cable from the negative post to a bolt
holding the starter on and it didn't work. Also tried the jumper
cable and it didn't work this time. ??????

How else should it be grounded?

Is starter relay(parts key 17) operating correctly(clicking) when attempting to start engine? These relays have been known to loose their ground connection. Relay if operating/wired correctly gives extra amps to engage starter solenoid.

Yep. The relay is clicking and it's new. I have a ground wire on it. I
went out today to see if it would start, and at first just the solenoid
clicked, but after a couple of pushes on the starter button, it started
up. Smokes like the Cannonball Express, but it started. Once the
starter gets turning, it will keep going. Engine starts in less than 10
seconds without ether.
I'll try again tomorrow.
 
Yes, I put a 1 gauge wire from the negative terminal to the top,
front side mounting bolt. It didn't make a difference. It's funny, the
starter seems to work intermittently. Sometimes it will energize the
starter, and sometimes not. Most of the wires involved have been
replaced, hardware tightened, new starter button, relay, and
batteries. It's a puzzle to me. I am going to go out this morning and
see if it starts today.
