Just remove the 4 bolts and pull it out. Keep track of any shims and gaskets. You will need to make a flat plate with 4 holes if you wish to run with it off.
 
I am trying to remove the belt pulley not the seal cover
We got the pin out that holds it to the crank shaft. We tried a three jaw puller and it did not work, it bent the pulley.
 
You are talking about the pulley on the crankshaft that drives the fan (also where hand crank connects). It will take a lot of heat, probably a couple of cycles of heat and cool. It is cast so take you time or you' break it.
